I've gotten two, so far inquiries about the Williams frame, and its only been a few minutes since I posted. Here was my first off list response for the audience:

"That's Joe Williams, and I believe he's in the Trexletown Pa area. Mike Rawlings has two. Hopefully he'll update the CR audience about Joe. Mike had come to the vintage ride with Pete Geurds. They really are pretty bikes, keepers of the flame. I don't think any are within CR timeline. ... " (personal data removed for privacy)

On our ride, Mike explained to me that the red one shown was actually a few years old and hanging in the shop, but had been modified slightly and repainted this year, one of the reasons it's so perfect looking. His other one, yellow with black details is his commuter and has the full compliment of lights fenders etc. I'm not sure but the distinctive W carved into the seat lug may be a trademark of his.
