In my case, the distance from the centerline of the handlebars to the top of the rack is about 11" (28 cm). I have no bag that is more than ~8" (20 cm) tall.* Ergo, mini-rack never sees the bag. It is an unusual sight... I was using an old carrier that mounts the bag level with the bars, but out ahead so there is room for hands on the tops of the bars.

Of course, with a smaller frame, this gap disappears, so again, measure what you have.

BTW, it isn't Peter Weigle's fault that the handlebars are at this height.
