Howdy folks. Here is what I know about Cycles Tournesol. It is an offshoot of Hampsten and is located in Seattle. I believe that Martin Tweedy and Nic Schmidt (sp?) are currently working on their steel frames (there have only been 2 AFAIK, and one off topic C-F randonneur).
