Greg; I have a number of the Titan stems, including the Titan Luxe stems which I have been told are a better quality stem than the regular Titan stems. The Titan Luxe stems are engraved as such on the top of the stem. They also made a gorgious dropped track stem. I've seen a few of the adjustable stems which as you say are pretty nifty. I only have one of the steel seat posts with a very nice script Titan, engraved in the shaft. I've seen a few of the alloy seat posts on Ebay, and the script of Titan appears to be a transfer rather than engraved into the stem.

Oh! That's an easy one!!!
The bars and stem are both made by Titan (of Belgium) - perhaps late 1940s through mid-1960s. I think they were located in Belgium.. The names on the bars - (Marcel) Kint, (Albriek/Brik) Schotte, (Sylvere) Maes - were all racers. (Rik) Van Steenbergen was on there also sometimes. Typically .
Titan stuff shows-up in interesting places, including early-1960s Paramounts and lots of swedish Crescent bikes.
I take it these are fitted to a Hobbs???
