Bikes with chromed lugs generally have chromed head tubes as well. If you're going to dip the lugs in the chroming baths, it's easier to just dip the whole front end of the bike in.

Actually, I believe most bikes with chromed lugs are _completely_ chromed...if you have a big enough chrome bath it's most efficient to do the whole frame.

However, the areas that are intended to be painted over will not be polished to a mirror finish as the lugs and lower forks will be.
