OK: Here's my last take on the Q. at hand. For the gamblers before time is
up.
The dropouts don't seem to match the head fitments. The fork looks fine, but
it's 5 years out of date unless someone was scraping the bottom of the
barrel. That didn't happen 'till 42+, after Pearl. Maybe a few guys used the
high stack, but look at the '38 first Paramounts.
The crankset is probably a '30's 3-pin Williams track ensemble. Listed in
catalogues but not popular and hardly seen around.
The stem is early '30s and matches headset, but A Major Taylor would be more
appropos.
The front hub is small flange and probably English, doesn't match nothin'
The back hub , can't see well, but looks like stock steel Schwinn
touring/cruiser hub.
Seat and barsOK.
Rims look totally baffling
Paint and decals of right style, but placement and off the wall.
Badge correct, but on what is it put on??
