Pinarello was doing this in the 1980s and 90s as a stylistic "flourish". They also supplied threaded allen key bolts that had no "head" so they could be screwed in just below the surface to fill the hole but be smooth and less visible. The resulting look was presumably sleek..... This is not a difficult procedure in frame building, the standard machined bit is brazed into the frame, then the top cap filed or sanded off, creating a flush surface. I have also seen this done on the seat tube where otherwise the water bottle fittings interfer with a seat tube mounted pump....
