You are right about the markings. Yikes! I forgot Nuovo Record rings had them on the inner web. But I still think this ring is a clone because the the areas where the inner web cuts would be are perfect, like they were made like that. Even the radius of the curves from the outer web to where the inner web would be, is different than a Nuovo Record ring. I've seen lots of Campy panto rings where you could tell where the cuts were made, and the lines were not perfect. Although I suppose that if I was to see one that was modfied perfectly, I'd have no way of knowing if it was a cut down Nuovo Record ring or a clone. In general though, I don't think the guys who did the panto and cutting took the time to make the cuts and the lines so perfect that they "disappeared," as in this ring we are talking about.

Any Campy marking on an NR ring would have been lost when the inner web was removed. And the cut marks are nothing a little elbow grease and polishing couldn't remove.
