Yes, I've gotten 2 or 3 sets of NOS barcons and all had cuffs. I was half wondering if cuffs meant barcons - cuffless for DT shifters & QR skewers? Still I doubt that, I'll bet it's just variation over the years.

Smiling at the absurdity of being so obsessed over such little details - got to admit I like it though.
