I think you're right, Ted. I was taking the 23.15mm dimension from Sheldon's Harris Cycle web site, the listing for the Stein Stronglight extractor he is selling. But elsewhere, in the more general discussion of French bike dimensions, he gives it as 23.35mm, which now that I think about it sounds like the correct number. Probably the 23.15 is just a typo. If Stronglight were only 0.15mm different from TA, a TA extractor would probably work OK, but 0.35mm is enough that you risk damage by using the TA extractor on Stronglight cranks. This is aggravated by the fact that Stronglight cranks are softer than Campy, preventing the frequency of brittle cracking seen with Campy, but making Stronglight more likely to seize to the crank axle. So a Stronglight crankarm may require more force to remove, which combined with a slightly too small TA extractor can lead to a stripped crank.
