Out at Interbike I met the guy responsible for these freewheels, and he confirmed that they are NOT made by SunRace. He used an Indonesian manufacturer, and he sent them an older Dura-Ace freewheel with instructions to copy the innards and to make them as nice as the original. I haven't taken one of these freewheels apart, but I'm told that they use 3 pawls instead of two as SunRace does.
