Yep, Hi-E. They have the same lowered-foot advantage as the Shimano Dyna-drive, but earlier.

Hi-E didn't have that idea first though, the French "SansAxe" had it, late 50s maybe? And probably, someone else did it in the 1890s if this is according to pattern.
