I am loathe to offer advice on this List, but here goes:
Take a few tablespoons of cleanser with bleach and mix with water to foam a paste and then use a SOFT toothbrush and scrub the bar tape enough to clea n it without reducing the tape to pap. Use a wet sponge to get the foamy paste off. The key is the brushing action and the diluted bleaching effe ct. And not overdoing it. A few applications with drying in between works better. This also works nicely on laminated toe straps and discoloured Velox bar plugs. Diluted Bon Ami cleanser is wizard for bringing back th e worst paint, too... it's far gentler than rubbing compound and deep cleans.
