Joe,
     Good point. In general, it seems that builders in both France and Italy were not obsessively concerned about whose steerer tube they used in their frames. As you imply, this was probably especially true of those builders who were more concerened about having a stout/strong steerer.
     Still, it would be interesting to know if Nervor made anything other than steerer tubes; or if it was merely a brand name that a big tubing supplier used for there less "sexy" line of steerers, or whatever...
