Hi Peter, Have looked under several bottom brackets of old friends ancient frames. These were a Macleans Featherweight, Granby, Buckley, Scot of Ealing, Bates Brothers, Russ and Carpenter. All of these had stamped BRITISH Made GR23 00089 LS or very similar. all had GR23 0089 but the suffix was different. Have managed to track down a one owner or one previous owner Russ. This is the one that has the extra chain-stay stiffening lugs. The owner thinks it is 1938 but he is well into his 90's and his memory is none to good, actually he is not sure if he purchased it new or nearly new. The frame number of his original Russ is 82570. Stamped behind the front fork crown and immediately above the drilling for the front brake. Does this bear any similarity to your number. This is the best I could do. If it does give me your frame number as I might know where the E.R.Russ frame building records are. The BB numbers are a makers or casting number and have nothing to do with the makers frame number just as i said previously.
