That's how all rim tapes used to be. I think they went to the rubber ones in the 1970s. They would always break at the hole and many people just resorted to using vinyl electrical tape.
I also remember people using the cotton rim tape as handlebar tape. You would wrap the bars with "friction tape" (the old black tarry cotton electrical tape) then wrap the cotton rim tape over it.
