May I throw in my direct experience on the topic? After equipping one of my bikes with (home-made) wooden rims I had this very same problem, to choose what pads.

Usual Campagnolo rubber pads did wear fast. I made leather ones and I descended Croce d'Aune onto Pedavena: they barely got me to the Brewery alive. The riders behind me had been smelling the burnt organic material, as if it were flesh. I was promised some pads made for carbon fiber rims, but nobody ever kept the promise. I would hate to spend so much money, just to test them.

So, I decided I'll use that bike on not so mountainous courses, or at least on those that require just feathering the brakes, no more than that.

If anyone knows a (cheap) solution to the problem I'd be more than happy to hear.
