[CR]brake cable guide repair

Okay, all you frame gurus out there. How difficult is it to get a broken top tube brake cable guide repaired? I have an old steel frame and while two of the three cable guides that run along the top tube are fine, the third is sheared off. I've been using a cable tie to hold it down, but that's hardly an aesthetic winner.

These are the wire type guides that have crossed wires that create a loop with the tube surface, so the housing slides in between the guide and the tube. Not sure if that makes sense. I'm trying to distinguish from the kind that are a steel hoop.

Can I just take this to a frame builder or something? Is this a lost cause?
