1) No the Cyclone did not use the low normal and there was a low end front derailleur, maybe the Suntour 7 that did not. The Cyclone could be fitted with a very rare cage extension to use as a wide range derailleur. I would recommend a Campy 980 though for something effective and cheap.

2) Yes

3) Even the Cyclone with the extension would be pushing it at 28 teeth. The Huret Challenger/Success or whatever with the hinged front is the champion in my book for touring triples, but rather hard to find.
