I had a Schwinn Paramount that did that. And it wasn't the wheels. It was because it wasn't built right. The top tube sloped down 1/4". They gave me a new one and I sold it as soon as possible and bought a Roberts. Now that's a ride.

That was probably not the frame at all but because his wheels weren't dished properly. He needs to find a good bike shop & get professional help. :)
