Adhesive tape will often pull them off. If that fails, a plastic dishwashing "scrubbie" can help, and if truly desperate a little solvent. Test on an inconspicuous area first to be sure it won't dissolve the paint.

If the transfers have been clear-coated it will be more difficult without damaging the clear coat adjacent to the transfers.
