Before you further risk your bike, perhaps you would be best served to simply search out a French-sized stem. I am certain that you can find a French-sized Cinelli stem without too much difficulty. The 0.2 mm smaller diameter should likely do the trick.

This is just one more reason why you should leave such work to professionals. Given that you are a doctor, you should consider this akin to counting on a doctor who got his medical degree in an underdeveloped country: they may be fine for the job at hand, but the likelihood of them not being the very best is definitely higher.
