Would liberal applications of Naval Jelly work? It certainly seems to do the trick whenever carelessness obtains and the trick is not the desired result.
Also, I don't know the frame size involved but, if it is a short frame, the insertion problem is a given. Oh, brother, don't get me steamed, Alice. Steer tubes, stems and smaller frames. I ride size approx. 50 +/- 2cm. When the steer tube is cut to the exact size for the head set, typically the steer tube is too short to allow proper depth for the stem. I was told the reason for the stem being prevented from insertion is because usually the steer tube is cut from the double-butted end of a tube hence, the I.D. near the fork crown is smaller. This makes for a situation not encountered on taller frame sizes. What I have found to be an effective avoidance technique is to cut the steer tube several mm's taller than head set spec and use shims in the head set installation. Merely several mm's is all it takes.

It should have only been dipped in the tanks maybe an inch or so above the fork crown race, not involving the area where the stem is inserted. We have reamers in the shop but wouldn't want to use them on a chromed surface. The hones are not much good either on a chromed surface. I would consider trying to file the chrome away but who knows what you will get? Sorry I can't be more encouraging..

I recently had the fork on my Colnago Super rechromed and the inside diameter of the steerer tube is now too small to easily fit the stem. I've heard of various recommendations such as reamers, brake hones and flex hones to cure this problem.
