Most paints can be made matt or flat with a flattening agent, to get texture, one can also vary pressure, and thicken the paint, most paint, requires thinning prior to spraying with a gun so less reducer or thinner is used. Spray technique can also play a part, hold the gun far away and things change as well.

I think the matt black Masi referenced was a rattlecan job probably, notice how the headset lower cup was masked and not removed prior to paint.

In some paint systems the color stage is not that glossy, not matt but it takes the clear to achieve the gloss.
