I'have a handmade American bike with a red powder coated stem/quill. Its by Shimano. It is one of those Shimano stems where the allen head fastener sits at the intersection of the stem and quill tilted back at an angle pointing up to say the middle of your chest. I have loosened the fastener, but the Cinelli bars will not move and the stem will not slide up and down in the head set. There is no rust and the bike never sat outside. What should I try to loosen this thing up--both the bars and the stem? Am I supposed to loosen the top nut on the headset to slide the stem up and down? The headset is black annodized, so I don't want to put a wrench to it if I don't have to. But I need to raise the bars for fit. On more ordinary stems, I just loosen the fastener on the top of the stem and use a block of wood and a hammer to unfreeze it. This bike is very important to me and I want to take as few chances with it as possible. I need some sage advice.
