Richard, Perhaps first you should measure the width of the BB shell to verify that it's 68mm, if it has been "overly-faced" you could just use a alloy freewheel/BB spacer.

But, maybe better check the alignment of the rear triangle to make sure both sides are centered - ie: spread the same distances relative to each side of the main tubes. You can probably just use a long straight rod or a broom handle pressed beside the head tube and the seat tube on one side and stopping between the rear dropouts. Take a ruler and measure the distance between that long rod and the dropout. Then do the same thing on the other side of the frame, measuring to the other dropout.
