Don, I have seen various styles of Reynolds handlebars, alloy ones though. I cannot recall any steel ones. the bars and stem on my Bianchi are both Reynolds- http://www.bikeville.com/images/bianchi.jpg the bars are alloy and the stem is a "girder" style steel reynolds one. The bars on the end where the grips go, are stamped Reynolds and Raleigh, so they were made for Raleighs. I would date them from the 1950s.

I don't know if they ever made the chain, the spelling was different. it was spelled RENOLD not REYNOLDS. The Renold chain was in Manchester. Reynolds tubing was Birmingham

Renolds (sic) chain

Reynolds carbon fiber (Off Topic) wheels Reynolds jersey ?

Did reynolds make or relabel other parts ?? How close could you get to a Reynolds bicycle if you were willing to mix and match different eras?
