FWIW There's a later redesigned version of that stem to correct the problem. A lot more metal (3/8") on each side of the bolt hole. But if you're uncertain don't use one. Do the split Cinelli's have a history of failure's?

That's one of the death stems John Allen warns about (http://www.bikexprt.com/witness/product/stems.htm - thank you Sheldon for the link), so whoever buys the bike, please replace the stem. It is a lot more likely to snap without warning than most stems. It still probably won't, but the stakes are too high.
The frame is semi-mass produced -- some might say "not a real Masi", but in light of what has become of that marque in recent years, you could do worse. I think the price is a little high if you discount the Masi cachet, which this frame has little claim to.
