Gee, Chuck, read the arch... whoops ... read the seller's description, which includes this bit:

"Of course no cracks/dents on frame - straight! Attention: this frame has been modified by Altinger/Munich - a very reknowned frame builder in those times - who "modernized" this frame with internal cable guidance in the top tube , braze on attachement for the front derailleur and presumably brake bolt holes (allen key type) in the 80th.Repainted after this frame got modified."
