If you go through thr archives, and find some links to photos/auctions of circa 1960s LeJeune frames built by Bernard Carré, you will see that this feature is found on other French bikes as well. It's not unique to René Herse. In fact, I've seen it on frames from other French bicycles, beyong those from Carré and this Herse. Admittedly, Herse did it a bit more neatly than the others...
