Just my take on how to deal with various problems:

I'd remove the top tube cable tunnel.
> - adding the broken off righthand gearcable guide on the bb shell
I'd remove the cable guide and clamp on since the top tube has no brake
cable guides anymore.
> - removal of the plate on the underside of the bb shell
I assume there's an "M" under there? : )
Maybe pull bottom bracket first and make sure it's not been damaged before
removing plate.
I'd still do something besides that though; looks like battle damage repair
on an old navy ship!
> - maybe reparation of the spot on the seattube where a fd hanger was
> added and crudely removed
Body filler and use a clamp on derailleur.

I actually didn't see where the repair was.
Maybe clean up a bit and leave as is, assuming it's a good weld and safe to
use.

I guess year and model, if known, determine color and decals.
