Len's recollection is-- Good: very pretty & don't have to worry about scratching paint. Also it might be possible to check yourself in the frame to see if you have a bad case of helmet hair. Bad: weighs more than paint. Possibility of improper job leaving salts in frame to accelerate rust.
My add: In addition to Len's downsides, fully chromed frames are very difficult to polish correctly. If you look at the tighter places (behind the seat cluster and bottom bracket), you'll see areas that are duller and slightly discolored. This is because the polishing wheel can't reach these areas.
