The rear drop outs that are not frame color make me wonder. They look like Campagnolo dropouts which would be correct. They might have been chrome which rusted and was painted over. If they were changed, there would have been considerable heating over the surrounding area and the stays would have had to be touched up - which does look possible.
So do Weinmann brakes. The lever looks like a Universal which would be more appropriate
Also, I don't recall a Legnano with a chrome fork. The shots of the fork are just not good enough to make a judgment as to whether it is Legnano or road or track. The photos aren't that good, but it does look possible that the front dropouts have fender eyes -- very un-track. The biggest surprise to me is the brake boss at the rear -- I can't imagine any self-respecting track bike having one of those.
In short, I don't know whether it is what it purports to be, but I agree that there are grounds for suspicion.
