I have a 1938 Rudge-Whitworth catalogue, and it lists a number of models wi th 28 inch wheels, which could be supplied with hub brakes, or hub brakes w ith Sturmey 3-speed gear, as optional extras. Since Sturmey also supplied hub brakes (and hub brakes incorporating 3-and 4-speed gears) after the wa r, I think it's going to be difficult to establish the age of this machine from your description alone.
