I can't really pin down a date for you, but I can give you a point of reference from the tools in my tool kit (purchased new in 1983):

Do you have the head tube mill (#733)? The facer/cutter on this tool changed design in the mid 70s to accommodate the Super Record headset with alloy cups. The facer on older design cut a simple face perpendicular to the axis of the head tube, while on the newer facer, every other tooth was ground at a 45deg angle to provide a chamfer which allowed the alloy cups to seat properly. Here's the new cutter:
