Interesting semi-pro bike. Looks to have two-piece clamped-together handlebar, wrap-around seatstays, and the metal remains of one Mafac hood atop the right lever, "glued on" with the remains of the rubber itself! Crank, pedals and head lugs appear to be early '60's to me. The color's not too catchy, so probably will go, as you say, "cheap". The stem must weigh a good half-kg. or so.
