Sometimes there are just weird rim and tire combinations that are just hell to mount. Sometimes you think you have a 700 rim and it is a 27" and that will cause you some consternation. If you have a different 700 rim then try to mount that same tire on it, if it goes on easier then check the size of the rim you are having problems with. Of course you can change the brand of tire and see if that works as well. Finally, you should have a small amount of air in the tube before installing it in the tire. You put one half of the tire on the rim, place the tube in the tire slightly inflated, I learned that you inflate the tube just enought to keep it round but limp, then tuck the tube in the tire as you use your tire lever to pull the second half over the rim. You should never force a tire bead over any tube material. If it is giving you a hard time then slightly deflate the tube while you are using the tire lever to bring the bead over the rim. I usually use two tire levers, one to poke the tube into the tire while the other forces the tire over the rim. Plastic tire levers help also but are prone to breakage.
