They're "Guidonnet" levers. MAFAC, CLB, and others all made them. The all-metal ones as on this bike are the preferred type; there are cheaper ones with a brittle plastic covering a thin metal core. I've seen the all metal MAFAC ones go for over $100 for a pair.
