I've often wondered that myself. The arms are superficially very similar to TA, but as you note, other companies including Sugino and Stronglight made similar arms. Lambert predates the Yamaha takeover and name change to Viscount, so any Sugino connection on that basis is doubtful. And the Lambert arms mounted on untapered spindles, which were often problematic as a result.
