I concur with Jan in every particular except this.. in our experience, a set of standard Campagnolo period brakes with higher-quality pads (red cool-stop or older Matthauser), will stop a tandem just fine. We used to ride a Campagnolo brake equipped italian tandem down some very steep hills, out of necessity, and never had trouble stopping. One just had to plan one's strategy and tactics a little. <g>
Riding up those same hills with a 42/52 13/28 on that tandem, though, that was painful.
