I recently was donated the below frame by my club to ride track league this year

Does anyone have an idea of the maker or year ? The red colour is a bit of a sloppy re-spray, and Poyners is a now defunct bike shop in Wolverhampton (UK). The only identifing mark on the frame I can see is "HB" on the underside of the bottom bracket shell. The bottom bracket itself is Brampton.

To try to tie in with the "HB" I emailed Henry Burton's, but it isn't one of theirs. John Burton mentioned the head lug looked similiar to one used by Crown in Birmingham, but I can't find anything about them on the web.
