Would this guy do the whole name from scratch? In that case, I'd get a good picture (which you've already done) and dimensions. You should then sand down the whole downtube and repaint it. Fortunately, it's gloss black. However, looking at the picture of the whole frame you have posted on that site, the "Hetchins" logo looks much better than the seat tube decal and there are a lot of other areas that need attention.
