I think the answer to Jack's question is something like "whenever he fel t like it"; which I think is early 70's.

And yes, Robert, in that sense lugs do not matter. The intersection of t he two tubes and their being joined together inside the lug with a fille t of brazing material is where the strength of bicycle frame joints come s from. Babies however, come from storks. ;-)
