That looks like an American Classic hub to me, but if so, it's missing the axle end caps.

The Pino QR looks like every other one I've seen. Given the quick-release, however, it's unlikely to be a track wheel. It was probably for a road TT bike.

I acquired a Pinot Morroni Titanium Skewer with some other parts.??? It's different from the few pictures I've seen in that it just says "Pinot".?? It comes with a small areo spoked tubular wheel and tubular tire.?? Since there is so little info available and it's apparently rare I listed it on Ebay at a relatively high BIN price.? It also has a Best Offer.???? It comes up with a search for "Pinot Morroni".

I'd like to hear any comments or background about the wheel or skewer;? it is very odd.??? I also have a Schwinn front fork that the wheel fits,? I suspect it was a track setup.
