That was not an ad, but an article signed by Fred DeLong! One has to assume that it is his translation. Let's just hope that it was Bicycling's editors who messed up so badly, not him!

In any case, the jockey pulleys are made of plastic, with steel ball bearings inside, to optimize efficiency.

HURET had a better translation in this ad

If they replaced "rollers" with "jockey pulleys"...

BTW, the nut that goes on the bolt (inside of the dropout) is part No. 1804L in the following exploded drawing:

It's a little hard to see that the nut goes on the big bolt, but that is how it works.
