This may be a little off topic, but I think it's relevant to the subject at hand. I've heard of early 90s track time trialists rigging weights on springs inside of the Campagnlo Ghibli wheels during competition. The idea was there was less weight on the outside of the wheel for the standing start. As you pick up speed though the centrifugal force pushes the weights further out providing more momentum helping you keep your speed. Seems cheap, but it was legal for a time.
