The main reason I can think of is to give the rider flexibility in derailleur choices. The Campagnolo hanger was not the standard then; derailleur manufacturers used their own proprietary hangers. Still other derailleurs had integral hangers, and some clamped onto the chainstay.
As far as I know, all dropout-mount parallelogram derailleurs were available with a bolt-on hanger.

On some quite nice-looking bikes from early 60-ies, such as on this Hetchins for example:

there is a cable stop for the rear derailleur, but no derailleur hanger. Why is this, was it the norm then (but I think I also saw bikes from the same era that did have hangers) or was there a specific reason? Were all derailleurs then available with optional bolt-on hangers, or only specific models?
