That's using the old noggin. That operation (using a belt sander instead of a file) might take all of 4 or 5 minutes. Also costs zero cents each and saves a trip (and gas) to the hardware store.

recently purchased a condor frame and fork that someone drilled to take
recessed-mount brakes.
does anyone know of an off-the-shelf bushing to take up the slack betwee n
the brake bolt and the enlarged hole so i can use nutted brakes on this
frame?
or is there some other way of dealing with this?

Just take the recessed brake nut, drill the threads out so a nutted brak e
post can pass through it, then file down the head so it's flush with the
fork crown/bridge.
