>From my many years being in shops during the heyday of steel frames, I can state the best way is not brazing but to find a reputable framebuilder to TIG the crack. They grind out the area and do a precise job. I was told the heat is much more localized = better, as putting more heat into that area (sometimes the cause of the dropout cracking to begin with especially if it was chromed after). We used to braze them or replace them at the shop too, but stopped after some re- failed. We never had any issues with the ones Ted Wojieck TIG'ed though :-), and never went back to re-brazing.
