I believe Thomas Seaman's advice to be sage. However, while one may well be able to simply turn a standard drop-bolt upside down to in essence affect a "lift-bolt", one need be mindful of at least a couple of caveats. First of all, the fixed block through which the caliper spring is routed is typically "off center" with respect to its horizontal axis. This likely should not pose a problem to the extent that most caliper springs are long enough to compensate for such a minor change in aspect - but you would be well advised to CHECK IT OUT CAREFULLY lest one of your spring ends be capable of pulling through the mounting on the backside of those caliper arms under extreme braking conditions. Secondly, by virtue of having flipped the drop-bolt upside down, the fixed block may well thereafter run afoul of the lower cup on your headset.
In the case of my 1983 Pino Morroni, this very same problem was addressed by using a Campagnolo lift-bolt where Pino still had to grind off a portion of the fixed block at an angle in order to clear the headset. Didn't Harris cyclery once sell a kind of brake pivot bolt that could give a guy additional clearance when the tire is nearly touching the fork crown. The bolt is either in reality or my imagination, but as I remember it, the bolt exits the fork crown and then turns up so that one can mount a standard brake caliper on a tight clearance track bike or the like. I see they sell drop bolts but no lift bolts for the opposite situation. This is for a buddy who is adapting a front brake on a classic Raleigh track bike for street use (on topic).
